Tiles are a good choice for substrate. Just make sure they're thin enough to transmit heat and try not to get the glazed ones..its hard for leos to walk on slick surfaces

A light isn't really needed unless your house is absolutely freezing. A simple heat pad will suffice. I use ZooMed and it works just fine in my tanks.

You'll need a thermostat or a rheostat to regulate it, though. It can get too hot if your house is too hot. These range in price from pretty cheap to very, very expensive. A cheap one from a pet store should serve you fine, though.

You'll need a digital probe thermometer, too. Put that on the tile (or whatever substrate you choose) directly over the heater. That'll give you the most accurate measurements.

I don't bother measuring humidity.
