Is 83F too cool for the "hot" side of the enclosure?

It's not far off.

I've heard that 85-90F is a good temperature, so you're pretty close. It shouldn't be too bad as-is, but if you're using a heating pad, try taping it to the bottom (holds it there better -- worked for me), and if you're using a lamp... Well, get a heating pad and tape it to the bottom (in my opinion).

i have a heat pad that sticks to the bottom
my cousin returned me my old tank, and gave me the heater for letting him use it for like 4 years

Yes, as Nigel said. Make sure you measure the floor temp and not air temp (the hottest spot in the tank).

ok i got the same situation almost....i have my UTH but i dont know where to put the probe. i have 2 layers of paper towl in my tank. i put the probe under the first one so i touched the glass...i then adjusted the heat to 90 with my self made rheostat :) when i touch the surface it seems not to be 90 at all though so i think some of the heat gets lost because of the 2 layers of paper towl. so i put the probe in between the paper towls and as you can guess there is not much of a difference.

now i know we think it may be cold because of our body temperature but i was wondering where you guys keep your probes of the thermometer ? i just thought maybe i can put the probe on top of the paper towls and tape it to it so it doesnt meisure the air temperature as well.

hope my problem is clear...

ok so the 83 was the air temp above the floor and upon doing the floor temp, it's about 88-89F. I don't currently have a lamp for him, do I need one or is it only necessary if the heat pad doesn't heat well enough?

90 won't feel hot to you...it won't even feel warm. The temperature of your skin is about 94-95, so when you touch something cooler then that it won't feel warm. It won't feel cool either, just neutral. When you can feel it's warm, then you're getting to the 95 range. If it feels hot to you, you can almost be certain it's far too hot for your gecko.

o ok. it was just weird to me.thanks for advice, i guess i will put the probe back on the glass under the first layer of paper towl then
