Looks like enigma syndrome to me. Kinda hard to tell if the back legs look and work normally (as far as hip rotation and so on). But it looks like a bad wobble walk. Do the legs look "normal" when its not moving?

This is a young male.
He walks normally most of the time. Occasionally collapses into one of the sides.
Syndrome Enigma somehow affects the reproductive abilities?
