One of my males has a prolapse after breeding I have done the sugar bath and put lube on it the only problem besides this is there isnt a vet within 100 miles that knows how to fix it. Im keeping his tank clean and hes on moist paper towels. Any advice on how I can help him would be great.

Sometimes it can take a while to retract. Just keep using the warm corn syrup or sugar water several times a day. If you start to see any signs of infection or if it gets worse you'll have to find a vet.

How old is your leo? This may sound cruel, but sometimes, the prolapse with become necrotic and eventually fall right off. This is if you seriously cannot go to the vet. It's one of the reasons they have 2 hemipenes, in case they prolapse in the wild.
I actually had this happen to a young male of mine. He prolapsed and I was using the sugar water soak, which helped with swelling but never helped retract it. The closest "herp" vet to me has a bad reputation, so I did lots of reading about prolapses. Fairly quickly, the prolapse dried up and dropped off on its own, and my gecko is still growing and eating normally and shows no signs of distress.
It may sound harsh, but things like this happen. However, my gecko was a juvenile, about 6 months, so the amount of tissue loss was less than that of an adult male. If you have an adult male, I would be much more careful.

The problem with letting a necrotic hemipenis just fall off is, that it can develop into gangrene and go systemic. It is less painful and dangerous to have a vet amputate it. As long an the organ stays nice and pink, it can take up to 2 weeks to resolve. Keep him away from any females, and on damp (not wet) paper towel between sugar-water soaks.
