She won't Lay!

I have a female who I have been expecting to lay for 2 weeks now. She if fat with eggs and I am unsure why she isn't laying. I have got a nice mound of moist soil for her to dig in and she just seems disinterested. I really don't want her to become eggbound and die.

Any suggestions?
