The same way some people don't grow like the others. In some cases there is a genetic mutation that produces dwarfs. They are cute but it is not recommended to breed them.

Hypochondroplasia Dwarf, Named Giovanna.
Full grown at 31g, 6 5/8".
Little arms, big flat head, short tail (can't really see it in the picture too well).

She's not as proportional as most leos are, and she walks with her back legs in a constant split. Well, more like waddles.

Dwarfism can be genetic, most cases it is. Little geckos can't pass big eggs, I know if I tried to breed GiGi, she'd become egg bound because of her small stature. It poses too many risks.

This is from my thread about her that I posted:
Her health problems: constant stuffy nose and boogies, hunger strikes, FLD (Fatty liver disease), vitamin A deficiency from her body not absorbing it correctly making us go to the vet every other week for shots, refusal to drink liquids the first year of her life, brain function delay, walking problems (her back legs are always in a "split" position, when she walks, she uses her ankles as leg extensions) and her inability to know what shedding is.
