Thermometers can tell you what the temperature is but they don't regulate the temperature. You can get an idea of the temperature by putting a mercury thermometer on the floor of the tank. You can get a better idea by spending about $10 on a digital thermometer with a probe. The cheapest thermostats are about $25-35. For about $11 at a place like Home Depot you can get a rheostat (lamp dimmer) which you can use to control the temperature by turning it up or down. If you do this, you'd need to be checking the temperature of the floor and then adjusting the rheostat. It's do-able, it's a bit cheaper than getting a thermostat, but it's a pain in the neck unless the temperature in your house is always the same.
