You either build your rack yourself, or you buy them from somewhere online (like freedom breeder or vision or reptile plastics)

And the amount of electricity depends on the width and length of the heat tape as well as the room temp.

I agree, racks are more specialty items. You wont find them at pet stores.

Here's some wattage info on Flexwatt heat tape

3in Flexwatt is 10 watts per foot
4in Flexwatt is 8 watts per foot
11in Flexwatt is 20 watts per foot

I know some rack systems use heat rope as well. I don't know much about their wattage. Hopefully someone else will have some info on it.

This is true for most heat tape found through suppliers, but I've noticed that not all 3" heat tape is created equal. Calorique, which I believe is the company that manufactures most if not all "heat tape" encountered in the reptile industry, manufactures the following sizes/wattages:

3" wide in both 6 watt and 10 watt (per linear foot)
4" wide in both 5 watt and 8 watt (per linear foot)
11" wide is 20 watts/lin. ft. like Ryan said, but it comes in a continuous orientation like the 3" and 4" as well as in 12" long "panels".

(they also make 17" and 21" wide heat tape, but I don't know that I've ever heard of that being used for reptiles.)

Most racks use low wattage heat sources. My hatchling racks only use about 230 watts of electricty to run. (An average light bulb uses around 60-150 watts).
