What do You Guys Think?

What do you guys think of a shelf system like this one? Link: http://www.captivebredreptileforums.co.uk/showthread.php?t=21483 I'm starting small on this breeding stuff as I'm just getting into it. But this setup looks right up my alley, space wise, money wise, etc.. What would be the best, safest, and cheapest way to heat one like this. Don't think I would like the heat tape that well, looks a bit unsafe to me. Just my opinion though, as I don't know much about it. Please help me out and give some ideas, links, or any useful info on a cheap effecient small rack system. I want to start small and cheap, but I want to do it right or not at all. I have very limited experience with racks --I have one rack that I bought from someone used that's my overflow. For the rest, I use front-opening tanks on shelves which I divide with plexiglass. That is a way to go, though not the most popular. I prefer to be able to see my hatchlings. The only other thing I can offer is that you should look into Zoo-med heat cable. They have a 50' one which I use to heat 2 stacked 20 longs. That may be safer than heat tape.
