I have a male hypo tangerine, would it be best to breed him to another tangerine or is there another morph that could produce better results?

Do you mean "most expensive offspring"? Then, if your male is really nice orange (Tang Tornado or Electric), get an Electric. Otherwise, it might be a waste to pair a super nice breeder with a low quality breeder. Get something that is like the one you have in quality and price.
"Better results" is highly subjective and depends on what you personally like.
If you like variety, you could pair with a Snow, which gives you 50% chances of Snow babies. If your male happens to be het Raptor, pair with a female het Raptor or Raptor to get Raptors/Eclipses. If you don't know about any hets, don't pair with a Tremper, since you won't get any visual Trempers, just hets as offspring. In this case, another Tang would do. If yours doesn't have a nice carrot tail, it has been my experience it doesn't help a lot to buy another expensive Tang that HAS a nice carrot tail. The babies won't have it; only partly.
