When should I turn on my UTH?

I live in Malaysia so I can be pretty warm here. The temp when the UTH is off is around 80-85. When it is on, it is around 90-95. When both the air-con and the UTH is on (my estimation) the temp is about 89-90. Since the temp is about 80-85 during the day, do I still need to leave the UTH on during the day?

You actually want your floor temps to be 90-95 degrees Fahrenheit, almost always people just leave the UTH on all day and night.
