My guess is Adobe Photoshop. It's an expensive program, but well worth it. You can find college books that will teach you everything you need to know, or even take a college class You may even be able to find free online tutorials for the program as well.

I will be taking a web designing classes that uses Adobe Dreawaver CS3 and Fireworks CS3.
