Helix DBS-1000 Help

Well I was looking into buying a Helix DBS-1000 and I can not find a specific answer.
Do I have to manually hook up the Helix like Heat tape?Or is their outlets already connected?
Also have the same question with the Big Apple Herp thermostat

You'll have to run a power cord to your flexwatt heat tape and solder the two leads on the to the strips on either side of your flexwatt heat tape. The other end is a standard 2 prong plug that would plug into an ac outlet for example. The Helix DBS-1000 has 3 outlets on the end of it's cord that you can plug you flexwatt power cord into.
