question about my supers

There's a couple supers staying on top of the food I have them in. I use oatmeal. The rest are under and have only come up to shed. Does this mean they are turning into pupae. . . or just gonna kick the bucket?

I always have some at the top of their substrate and they don't seem to be doing anything in particular when they hang out at the top

I mean that-I find no dead ones or pupae when they are doing this
