If they are cold they will be on the warm side all the time. I suggest you try to warm up the rest of the cage some. Its not normal.

It depends on the gecko. We have a coulpe who spend almost all their time in the same spot. What are your temps for the warm and cool sides?

Keep in mind that you don't see them 24 hours a day. Many Leos only leave the warm side at night when they're wide awake so you might be asleep.
