Many of the people who go on to become serial killers do shameful things to animals in their youth.

Most of the people who do shameful things to animals do not become serial killers.

There is no single identifying criterion before the ultimate act.

Definitely have to agree on this one. Many of the things mentioned on the list are things that children can do, and it has nothing to do with them growing up to be serial killers. I mean, daydreaming, isolation, nightmares, rebelliousness, bed wetting, stealing, among others, are pretty normal actions for a child IMO.

At any rate, this is pretty horrifying, I'd like to know where the parents were in all of this as well.

I'm appalled!
I definitely think he should be held accountable for his actions. 7 is definitely old enough to know what he is doing, whether he was taught it to be wrong or not. I know I would get my ass beat if I were to do something bad at 7, probably did too. I was always held accountable for my actions at that age (by my parents and the school at least)

I definitely blame the parents as well. How can you loose your child for 30 minutes?

I agree. From the little boy's perspective, it may have felt "right" to vent his emotions (due to whatever cause) by destroying these animals. Even adults can get the urge to destroy things when they become angry or frustrated at something, but because of their maturity, morality, and perhaps religious beliefs, they hold back. Parents must understand that it is THEIR responsibility, as adults, to engrain in their children this understanding of right versus wrong. The boy obviously found no value in these animals. For all we know, he may have a reason to have something against reptiles.

I believe that the parents have clearly messed up, should probably be prosecuted for negligence, and the government should take custody of the child.

...IMO, we humans are not born knowing right from wrong. We are taught morals, responsibility, and what is right/wrong from our parents and just by interacting with our own species. If no one is there to teach a child to respect animals from day one, that hurting them is wrong, said child will not know their actions are wrong.
