I used to use "premium" playground sand from Home Depot. Letting it dry and sifting it before use is a good idea.

There are also some other options that are not as naturalistic but safe some of which include newspaper, self liner, tiles, and reptile carpet. Of course all of these have their advantages and disadvantages.

My brother wants to get a bearded dragon, and he also want it to be realistic. What would be his best bet?

I feel that tile is easier to clean and safer. I think a naturalistic setting could be achieved by focusing on the basking spot and the cilmbing structures.

i also use tile. its safe, easy to clean, alot cheaper than sand in the long run, and you can get natural looking ones.

Third on the tile. Bearded Dragons lick everything just like geckos and there are cases where they can become impacted.

Another one for tile.
Holds heat, easy to clean, and no risk of her eating stuff she isn't supposed to.

I got some really cheap linoleum at my local down home country hard ware store, asked if they had some scraps, & I got 4 yards for only $3, awesome, I can mat a whole bunch of tanks now!

I used tile before we got our new cage. I think it's best. I never used sand at all. When Norman was small, I just used paper towels.
