Each show should have vendor rules and instructions. Most of the time the instructions are about what kind of space you get, what you are responsible to bring (light, heat, etc) and what is and is not allowed. If there is no mention of licenses or other documentation, then it's likely that none is required. I have vended in 4 states: Maine, New Hampshire, Massachusetts and New York. The 3 New England states have no tax or documentation requirements and there is nothing in the vendor rules that address it. In New York I have to have a NYS tax ID# and have to file quarterly even if I don't sell anything that quarter (or pay a $50 fine which is an issue when I forget to file my $0 payment). The vendor rules for that show is quite explicit about that. SO, read the vendor rules and if you still have questions, contact the person or facility sponsoring the show.

It may be worth it to send one more contact and say "if I pay my fee am I completely ready to sell and don't need to do anything more?" The other thing to do is to see if you can contact anyone else who has sold at this show and ask them. Although it does happen, I find it hard to imagine a situation where there's no info about a requirement that would end up making it impossible for you to sell.
