Okay I think I've answered my own question here finally. One or both of the parents must be an F2 (second generation) engima x tremper albino. Since enigmas came from the bell line, they were not originally het for tremper albino. Therefore it takes two generations to make a tremper enigma. I'm sure hets are right around the corner though...:D

Jason, that is not true. The original Enigmas straight from the Bell’s could be Normal Enigma, Het Bell, Het Tremper, or could be Het for both. Kelli has produced both from the ones that she got from the Bell’s and I believe a few other breeders have also. So far no one has produced a Las Vegas from the originals.
